Acting Vice President and Chief Financial Officer

As Island Health’s Acting Vice President and Chief Financial Officer, James oversees all financial operations within the organization. This includes strategic and operational management in the areas of financial and business planning, financial operations, capital finance, contract management, and supply chain. 

He is a values-based leader who works to build meaningful partnerships with organizational leaders, interest holders and external partners, James oversees the development of new service delivery models, business processes and technologies, to improve services for patients, improve business services and delivery models and to support system transformation. James is accountable for creating a culture of accountability and stewardship over Island Health’s $4.8 billion operating budget and supports Island Health’s strategic partnership with the Ministry of Health.  

James has over 18 years experience in health care operations, corporate services and health policy. Since joining Island Health in 2015, James has held operational roles within Island Health’s surgical services programs, and has led Island Health’s financial planning and business analytics functions since 2018. Prior to joining Island Health, James held leadership roles and the Ministry of Health and health-system planning roles at Fraser Health.

James grew up on Vancouver Island and continues to live and raise his family in Victoria. He is a Certified Health Executive through the Canadian College of Health Leaders (CCHL) and remains active in the College’s mentorship program in support of future health-system leaders. He holds a Masters of Public Policy focused on health economics and administration from Simon Fraser University and a Bachelors of Arts in Political Science from University of Victoria. He remains active in academia through the School of Population and Public Health at the University of British Columbia.
