Vice President Strategic Business Services & Chief Financial Officer
As Island Health’s Vice President, Strategic Business Services & Chief Financial Officer, James oversees all aspects of Island Health’s financial and business planning functions. This includes strategic leadership for financial operations, business planning and budgeting, supply chain oversight and partnerships, contract management, and business intelligence functions that support effective resource stewardship and informed decision-making across the organization.
Over the course of his career, he has held several corporate and operational leadership roles within Island Health, including; Executive Director, Care Sustainability, Financial Planning and Business Support, Director, Surgical Services, and Manager, Surgical Quality. He has also served in leadership positions with the Ministry of Health and Fraser Health, providing him with valuable insight into both organizational and provincial health system priorities.
As a respected leader who brings extensive experience in healthcare finance, systems thinking, value-based healthcare and strategic planning, he has a deep understanding of Island Health, and the communities Island Health serves. He is committed to developing a culture of mutual respect and collaboration to empower teams to make meaningful progress towards Island Health's vision of Excellent Health and Care for Everyone, Everywhere, Every Time.
James grew up on Vancouver Island and continues to live with his family in Victoria. He is a Certified Health Executive (CHE) through the Canadian College of Health Leaders (CCHL) and remains active in the College’s mentorship program in support of future health-system leaders. He holds a Master of Public Policy focused on health economics and administration from Simon Fraser University and a Bachelor of Arts in Political Science from University of Victoria. He remains active in academia through the School of Population and Public Health at the University of British Columbia.
