Licensing and Inspections

In the province of British Columbia there is legislation to protect and promote the health, safety, and well-being of vulnerable children, youth and adults receiving care in licensed care facilities.  

This legislation is the Community Care and Assisted Living ActChild Care Licensing Regulation and Residential Care Regulation.

 

A community care facilities licence is required for all programs and facilities providing care to three or more persons not related to the operator by blood or marriage. Licensed facilities include Child Care and Residential Care facilities.

The Community Care Facilities Licensing program works collaboratively with licensees and facility personnel to ensure the Community Care and Assisted Living Act, Child Care Licensing Regulation and Residential Care Regulation are met within the Island Health region. We do this through educating, monitoring, inspecting and investigating.

There are over 1,200 licensed community care facilities in the Island Health region. Licensing Officers are delegated by the Medical Health Officer to:

  • issue licences to child care and residential care facilities
  • routinely monitor and inspect licensed care facilities
  • respond to complaints and concerns regarding licensed care facilities
  • investigate reportable incidents submitted by care facilities,
  • ongoing monitoring regarding facilities that demonstrate legislative contraventions
  • investigate operations offering services in contravention to the Community Care and Assisted Living Act  
  • work with community partners and agencies
  • ensure licensees follow-up with corrective action
