Community Care Facilities Licensing

In the province of British Columbia there is legislation to protect and promote the health, safety, and well-being of vulnerable children, youth, adults, and seniors in licensed community care facilities.  

This rules and guidelines for licensed community care facilities are found in the Community Care and Assisted Living Act Child Care Licensing Regulation and Residential Care Regulation and in the Director of Licensing Standards of Practice.

A community care facilities licence is required for all programs and facilities providing care to three or more persons not related to the operator by blood or marriage. Licensed facilities include Child Care and Residential Care facilities.

The Community Care Facilities Licensing program works collaboratively with licensees and facility personnel to ensure the Community Care and Assisted Living Act Child Care Licensing Regulation and Residential Care Regulation are met within the Island Health region. We do this through educating, monitoring, inspecting and investigating.

There are over 1,200 licensed community care facilities in the Island Health region. Licensing Officers are delegated by the Medical Health Officer to:

  • issue licences to child care and residential care facilities
  • routinely monitor and inspect licensed care facilities
  • respond to complaints and concerns regarding licensed care facilities
  • investigate reportable incidents submitted by care facilities
  • ongoing monitoring regarding facilities that demonstrate legislative contraventions
  • investigate operations offering services in contravention to the Community Care and Assisted Living Act  
  • work with community partners and agencies
  • ensure licensees follow-up with corrective action

Substance Use Services Summary

Island Health Community Care Facilities Licensing has partnered with the Ministry of Health and the Ministry of Mental Health and Addictions on a project to increase the availability of online information for Substance Use care facilities licensed under the Community Care and Assisted Living Act and Residential Care Regulation. The purpose of the project is to provide additional information to the public on the types of services that are provided by each licenced Substance Use facility, and increase public knowledge of services across British Columbia.
